ঢাকা বিশ্ববিদ্যালয়স্থ আধুনিক ভাষা ইনস্টিটিউট (আভাই) প্রতিষ্ঠিত হয়েছিলো ১৯৭৩ সালে জারীকৃত বিশ্ববিদ্যালয় আদেশ অনুসারে। এটি প্রতি্ষ্ঠা করা হয়, ১৯৬৭ খ্রিস্টাব্দে প্রতিষ্ঠিত পূর্বতন বিদেশি ভাষা বিভাগের ভিত্তির উপর। অর্থ্যাৎ ১৯৬৭ খ্রিস্টাব্দে প্রতিষ্ঠাকালে এর নাম ছিলো— বিদেশি ভাষা বিভাগ, যা আন্তর্জাতিক সম্পর্ক বিভাগের সাথে একান্নবর্তী বিভাগ হিসাবে সামজিক বিজ্ঞান অনুষদের অঙ্গীভূত ছিলো। বর্তমান স্থানে নতুন শিক্ষাভবন স্থাপন করা হলে, বিদেশী ভাষা বিভাগকে ১৯৭৪ সালে আধুনিক ভাষা ইনস্টিটিউট নামে এই শিক্ষাভবনে স্থানান্তর করা হয়।

এই আভাই প্রতিষ্ঠায় একটি পিছনের গল্প রয়েছে। এই গল্পটি হলো এই যে, এটি প্রতিষ্ঠায় তৎকালীন প্রেসিডেন্ট বঙ্গবন্ধু শেখ মুজিবর রহমান নিজেই উদ্যোগ নিয়েছিলেন। তিনি এটি প্রতিষ্ঠার ব্যাপারে খোঁজখবর নিতেন। তিনি বিজ্ঞানী ড. কুদরত-ই-খুদা-এর পরামর্শে জ্ঞানদীপ্ত জাতি গঠনে শিক্ষা ব্যবস্থায় বিভিন্ন বিদেশি ভাষা অন্তুর্ভুক্তকরণের ব্যাপারে উদ্যোগ নিয়েছিলেন। সে অনুসারে তিনি শিক্ষাব্যবস্থার তৃতীয় শ্রেণি থেকে বিভিন্ন বিদেশি পঠন-পাঠনের ব্যবস্থা রেখে শিক্ষানীতি প্রণয়ন করেছিলেনে।ঐ শিক্ষানীতি অনুসারে বিদ্যালয় পর্যায় থেকে বিভিন্ন বিদেশি ভাষা থেকে ঐচ্ছিক বাধ্যতামূলক বিষয় হিসাবে ইংরেজি পঠন-পাঠনের সুযোগ ছিলো।

তিনি বিদ্যালয় পর্যায়ে বিদেশি ভাষা শিক্ষাব্যবস্থা চালু রাখতে দক্ষতা ও যোগ্যতাসম্পন্ন বিদেশি ভাষা শিক্ষককের প্রয়োজনীয়তা অনুভব করেছিলেন। বিদেশি ভাষায় দক্ষ এরূপ জনশক্তির প্রয়োজনীয়তা প্রসূত চিন্তাধারা থেকে  উচ্চশিক্ষা পর্যায়ে বিদেশি ভাষায় শিক্ষা ও গবেষণা কার্যক্রম প্রবর্তনের উদ্যোগ নিয়েছিলেন। কিন্তু এ প্রতিষ্ঠানটি পূর্ণাঙ্গ উচ্চশিক্ষা প্রতিষ্ঠান হিসাবে দাঁড়ানোর আগেই গত ১৫ই আগস্ট ১৯৭৫ খ্রিস্টাব্দে  গত হয়েছেন আভাই প্রতিষ্ঠার মূল কারিগর বঙ্গবন্ধু শেখ মুজিবর রহমান। তাঁর তিরোধানে দেশের সবকিছু উলটপালট হয়ে যায়। সাথে সাথে মাটি চাপা পড়ে যায় বিদ্যালয় পর্যায়ে বিদেশি ভাষা শিক্ষাব্যবস্থা চালুর পরিকল্পনা। আর ধাপাচাপা পড়ে যায় আধুনিক ভাষা ইনস্টিটিউটের উন্নয়ন ও বিকাশের পথ।    

তবে আশার কথা হলো এই যে, গত ৫ বছর আগে আভাই-তে ইংরেজি, চীনা, জাপানি ও ফরাসি ভাষা ও সংস্কৃতি বিষয়ে স্নাতক ও স্নতকোত্তর শিক্ষা কার্যক্রম শুরু হয়েছে। তাই এখন আভাই-এর শিক্ষা ও গবেষণা কার্যক্রমে গতি ফিরেছে। উপরন্তু সম্প্রতি (৩১শে জানুয়ারি ২০২১ খ্রিস্টাব্দ) ঢাকা বিশ্ববিদ্যালয়ে বিদেশি শিক্ষক ও গবেষক নিয়োগের যে সিদ্ধান্ত গৃহীত হয়েছে তা আভাই-কে পূর্ণাঙ্গ বিদেশি ভাষা শিক্ষা ও গবেষণা প্রতিষ্ঠান হিসাবে গড়ে তুলতে প্রণোদনা যোগাবে।  

The Institute of Modern Languages ​​(IML) at Dhaka University was established in accordance with the University Ordinance issued in 1973. It was established on the basis of the former Department of Foreign Languages, established in 1967. That is to say, at the time of its establishment in 1967, it had the name: Department of Foreign Languages, which was part of the Faculty of Social Sciences as a separate department with the Department of International Relations. When the new building was established at its present location, the Department of Foreign Languages ​​was shifted to this building in 1974 with the name of Modern Language Institute.

There is a story behind the establishment of this IML. The story is that it was initiated by the then President Bangabandhu Sheikh Mujibur Rahman himself. He used to inquire about its establishment. He used to inquire about its establishment. On the advice of Scientist Kudrat-i-Khuda, he took the initiative to include various foreign languages ​​in the education system to build an enlightened nation. Accordingly, he formulated an education policy by incorporating various foreign languages beginning from the third grade of the education system.

Hence, he felt the need for skilled and qualified foreign language teachers to keep the foreign language education system running at the school level. Accordingly, he took the initiative to introduce foreign language education and research activities at the higher education level from the idea of ​​the need for such manpower having skills in foreign languages. But before this institution became a full-fledged institution of higher learning, Bangabandhu Sheikh Mujibur Rahman, the main architect of the establishment of IML, assassinated on 15th August, 1975. With his death, everything in the country turned upside down. At the same time, the plan to introduce foreign language education at the school level fell through. And the path of development and growth of the IML has declined.

It is hoped, however, that undergraduate and postgraduate degree programs in English, Chinese, Japanese and French languages ​​and cultures have been started in IML five years ago. So now IML's teaching and research activities have gained momentum. In addition, the recent decision (January 31, 2021) to hire foreign teachers and researchers at Dhaka University will encourage IML to become a full-fledged foreign language teaching and research institution.
